Who was Lady Goschen?

Lady Margaret Evelyn Gathorne-Hardy was the daughter of Gathorne Gathorne-Hardy, 1st Earl of Cranbrook and Jane Orr.1 She married George Joachim Goschen, 2nd Viscount Goschen, son of George Joachim Goschen, 1st Viscount Goschen and Lucy Dalley, on 26 January 1893.1 She died on 11 July 1943.1
She was invested as a Lady of Grace, Order of St. John of Jerusalem (L.G.St.J.).2 Her married name became Goschen. She was invested as a Dame of Grace, Order of St. John of Jerusalem (D.G.St.J.).1 She was decorated with the award of the Kaisar-i-Hind Gold Medal.1 She was decorated with the award of the Imperial Order of the Crown of India (C.I.).1 As a result of her marriage, Lady Margaret Evelyn Gathorne-Hardy was styled as Viscountess Goschen on 7 February 1907.

Many citizens may not be aware why it is called the Lady Goschen hospital. (It is another matter if her name even is misspelt very often.)
George Joachim Goschen, 2nd Viscount Goschen (October 15, 1866   July 24,1952) and a British politician, was a member of parliament from 1895 to 1906 and later governor of Madras from 1924 to 1929.
George Joachim Goschen, also was a politician and his mother was Lucy Dellay.  Their ancestors hailed from Germany but had later moved to UK. (That explains the German-sounding name.)
The Second Viscount also served as the parliamentary secretary to the Board of Agriculture and Fisheries from March to June 1918. In 1924, he was appointed governor of Madras and after serving in that post, he acted as the viceroy of India from 1929 to 1931.  He was knighted in 1921 and made a GCSI in March 1924. He was also a member of the Privy Council of the United Kingdom.

Goschen fell in love with Lady Margaret Evelyn-Gathorne Hardy, the youngest of five daughters of the Gathorne Hardy, 1st Earl of Cranbrook. She was eight years older to him. His father was dead against this match and used his influence to have him posted to Australia. The son faithfully obeyed his father's diktat, yet, after his return from Australia, he married his lady love on January 26, 1893. Lady Margaret Evelyn-Gathorne Hardy later came to be addressed as Lady Goschen.
The undivided South Canara district was under the Madras Presidency until the reorganization of states in 1956. So when Goschen served as governor of Madras, Lady Goschen possibly accompanied her governor-husband every time he visited Mangalore.  The children's hospital in the city was refurbished and renamed as Lady Goschen hospital during his tenure, around 1926. George Goschen died in 1952 at the age of 85.
Many officials of the Raj days have contributed to the growth and progress of Mangalore, like Cubbon, Rice, Wenlock, Sturrock and Goschen. The memory of John S Sturrock, who is said to have implemented many developmental works in the city as the district collector, has been immortalized by naming a road in Falnir after him.Surprisingly, and maybe in deference to their contribution, the names of Wenlock, Sturrock and Goschen have continued to be remembered.
